Public servants from governments in Asia and Africa arrived in Korea on Oct. 23 to gain a first-hand understanding of how the nation’s provincial governments are run.

The Local Government Officials Development Institute (LOGODI), part of the Ministry of the Interior, invited 14 public officials from nine countries to the Local Administration Development Program that runs until Nov. 5. The government officials are from the Philippines, East Timor, Myanmar, Vietnam, Indonesia, Cambodia, Ethiopia, Zimbabwe and Tanzania.

Fourteen public servants from Asian and African governments begin a 14-day workshop on provincial administration in Korea, on Oct. 23 in Seoul. They were invited by the Local Government Officials Development Institute.

Throughout the 14-day training program, participants will learn about provincial-level administrative systems and also trace how the nation developed economically based upon these systems. It mainly focuses on the New Community Movement, or Saemaul Undong (새마을 운동), a set of agricultural development policies from the 1970s and 1980s, understandings of local administration processes, administrative transparency, achievement management systems and meeting national development goals, and human resources at public organizations.

The group will take a two-day tour of Bucheon City Hall in Gyeonggi-do Province and visit the Anti-Corruption & Civil Rights Commission in Sejong City. They will be briefed on major policies designed to improve administrative transparency. Their visits to these local government bodies are expected to enhance relations and bilateral cooperation.

Fourteen public servants from Asian and African governments listen to a lecture about the ways in which local governments in Korea operate, as part of the Local Administration Development Program.

As a sideline event, the International Administration Development Workshop will be held under the theme of “Global Citizens Lead Changes.” Public servants from local government entities here in Korea will be part of the conference, too, sharing their experiences, both at home and abroad, especially in terms of international networking, and working together with the participants to further strengthen cooperation.

“This training program will hopefully boost capabilities among the participating public officials in handling their government administration, as it provides a glimpse into the ways in which Korean governments work, and gives many excellent administrative examples. This will contribute to the development of local governments in their respective countries,” said LOGODI President Joo Nak-young.
